For the Calendar Year 2018

Outcome 1: ACCOUNTABLE, TRANSPARENT AND PARTICIPATIVE LGUs

  • Full Disclosure Policy (FDP)

To ensure that the City Government of Tacloban and its 138 component barangays duly comply with the posting requirements of the FDP as provided in DILG MC No. 2014-81, this level constantly provided technical assistance to the aforementioned LGUs through the issuance of memoranda and further conducted site visits in all conspicuous places of the LGU’s FDP boards.

This is likewise in consonance with the government’s policy that requires local officials of provinces, cities, and municipalities to fully disclose particular financial transactions of the LGU to keep their constituents informed on how the LGU budget is managed, disbursed and used. LGUs are directed to disclose or post in conspicuous places within public buildings, in print media of community or general circulation, and in the website their documents as mandated by law.

Moreover, the 138 Punong Barangays were reminded by way of issuances and interfacing on the importance of the FDP posting.  Site inspections in the all barangays were also conducted. As a result, the said barangays sustained a 100% posting and compliance rate for the FY 2018.

To keep the office abreast on the new policies relative to the FDP program and in anticipation of the 2019 FDP implementation, the DILG Tacloban, through its FDP Focal Person, participated in the Full Disclosure Policy Performance Assessment and Evaluation cum Strategic Planning at Holiday Inn Hotel, Baguio City last December 5-7, 2018, DILG Tacloban.

Barangay Newly Elected Officials (BNEO) for Grassroots Empowerment. for Accountable and Transparent Barangays. (GREAT Barangays)

It is commonly regarded that to be a barangay official is to embark on an honorable task.       Many barangay officials who are voted to their positions   have a vision on the ideal state of the community. But they   find out sooner or later, that it  takes more than eagerness and an inclination to serve to become an effective and efficient barangay leader. They need to be equipped with the knowledge, skills and attitude to bring their vision of a livable, peaceful, orderly and progressive community to reality. 

Consistent with the provisions of DILG MCs 2018-77 and 2018-78, the DILG Tacloban City Operations Office conducted the BNEO for GREAT Barangays Orientation in seven (7) batches with 2 schools per batch last September 10-12, 13-15, 24-26, 27-29, October 8-10, 11-13 and 22-24, 2018.

 The said activity was a collaborative undertaking with the City Government, the Liga ng mga Barangay, the Tacloban City Police Office, Philippine Drug Enforcement Agency (PDEA) 08 and the Eastern Visayas State University.

Officers from the DILG Regional Office 08 and DILG Leyte Provincial Office were likewise tapped to serve as resource persons.

With its main objectives in fostering appreciation of their mandated tasks and responsibilities and showing improvements in the personal, managerial and leadership skills of the incoming elected barangay officials, the BNEO for GREAT Barangays Management Team of the City of Tacloban was able to orient the 138 Punong Barangays, 966 Barangay Kagawads, 138 SK Chairpersons, 138 Barangay Secretaries and 138 Barangay Treasurers of this City.

In addition, to evaluate the technical know-how of barangay officials in writing, an activity was conducted to determine the training needs on technical writing of barangay official in Tacloban City. Pursuant to the Memorandum of Agreement (MOA) made and entered into by and between the DILG City Operations Office and the Eastern Visayas State University thru its Languages and Literature Department, an activity entitled, “FOCUS GROUP DISCUSSION (FGD) ON THE ASSESSMENT OF TRAINING NEEDS ON THE TECHNICAL WRITING OF BARANGAY OFFICIALS”, was conducted last November 23, 2018 at the 2F DILG Tacloban City Conference Hall and was participated by 40 Barangay Officials of randomly selected barangays in Tacloban City, five (5) representatives of the languages and Literature Department of EVSU, and the 15  national and local employees of the DILG Tacloban City Operation Office.

Finally, a post-evaluation conference was undertaken to provide for an avenue to the main performers who undertook the mentoring and secretariat parts of the training. This activity discussed the issues and concerns that were encountered during the activity. The same ceremony acknowledged their invaluable support and effort as prime movers during the conduct of the training. This activity was entitled, “BNEO Culminating Activity”, and was held last December 11, 2018 at Hotel Estrella, Tacloban City.

Component 1: Conduct of the Initial and Final Inventory of Barangay Properties, Financial Records, Documents (BPFRDs) & Money Accountabilities and the Conduct of Turnover Ceremony 

Pursuant to the provisions of DILG Memorandum Circular No. 2018-12 re Conduct of the Initial and Final Inventory of Barangay Properties, Financial Records, Documents (BPFRDs) & Money Accountabilities dated February 1, 2018, this level, in coordination the City Government and with all members of the City and Barangay Inventory Team and the Commission on Audit, facilitated the assessment of the necessary documents, to include inventory of all financial records, reports, finances and properties that were issued, assigned, entrusted or under the custody of all concerned Barangay officials from the 138 component barangays of Tacloban City from the start of their terms of office up to the present.

Likewise, to ensure the systematic transition from the outgoing barangay officials to the incoming newly elected or re-elected barangay officials, and to sustain transparent and accountability in local governance at the barangay level, this office, thru its competent Area Coordinators, facilitated the peaceful and orderly Turnover Ceremony and Submission of Reports of all the 138 barangays, which includes the briefing on the State of Barangay Governance, Financial Performance Report and Key Challenges, among other information and accomplishments to the new set of barangay officials. All of these activities were concluded and have reached the accomplishment rate of 100% last July 11, 2018.

 . Sangguniang Kabataan Mandatory Training

 In view and in consonance with Section 30 (a) of the Rules and Regulations Implementing Republic Act No. 10742, Otherwise Known as the “Sangguniang Kabataan Reform Act of 2015” which stipulates that:

 “For the purpose of emphasizing the role of the youth in nation-building and molding them to become better citizens with the values of patriotism, nationalism and honor as a Filipino, any SK official, whether elected or appointed, or any member of the LYDC must undergo the mandatory training programs before she or he can assume office”, all 735 SK Officials proclaimed during May 14, 2018 elections have completely undergone the SK Mandatory Training (SKMT) in nine (9) batches covering the period May 17 – 24, this year, at Eastern Visayas State University, ORDEX and Graduate School Buildings.

On May 25, September 1 & 2, 2018, special SK Mandatory Trainings were also subsequently rendered in two (2) batches at the USAID Building, and DILG Tacloban City, Kanhuraw Hill Tacloban City, to the winning SK officials elected in their respective special Barangay SK elections.

 With the appointment of the SK secretaries and treasurers, they underwent the SKMT last September 9, 2018 which was held in two (2) batches at the DILG RO8 Training Center and DILG Tacloban City, Kanhuraw Hill Tacloban City.

The said activity was a collaborative undertaking with the City Government thru the Local Youth Development Office, the Liga ng mga Barangays of Tacloban City as the collecting and procuring agent, and the Eastern Visayas State University as the chosen Local Research Institute.

To effectively rollout the training module, DILG Tacloban tapped the expertise of the Local Resource Institute in the implementation of the SK Mandatory Training Module to its end-users.  In line with this, an orientation and a planning-workshop entitled, “Cascading of the SK Modules” with the identified Focal Persons from the partner LRI together with the LYDO, Liga ng mga Barangay and DILG Tacloban personnel Officers was conducted last May 4, this year, at the DILG RO8 Training Center, Kanhuraw, Hill, Tacloban City.

.Local Legislative Awards 2018 (LLA)

The Local Legislative Award is conferred to local sanggunians that demonstrated exemplary performance.

Last November 7, 2018, the Sanggunian Panlungsod of Tacloban, as consistent awardee of this program, was once more assessed based on their performance during the period July 1, 2016- June 30, 2018.

As the lone Highly Urbanized City in the Region, the Sanggunian Panglunsod of Tacloban headed by the Hon. Jerry T. Yaokasin, Vice Mayor, was adjudged as the Regional awardee and qualified for the National Assessment in the Highly Urbanized Category.

This is an indicator that local legislation in Tacloban City is compliant with national mandates and policies and provides exemplary performance to its constituents.

. Lupong Tagapamayapa Incentives Awards (LTIA)

Pursuant to the provisions of DILG Memorandum Circular No. 2016-58 with subject Reiterating and Supplementing DILG Memorandum Circular No. 2008-102 dated June 17, 2008 relative to the Lupong Tagapamayapa Incentives Awards Enhanced Criteria and Guidelines, this level, in coordination with all members of the City Awards Committee (CAC), facilitated the assessment of the Lupong Tagapamayapa of the 138 component barangays of the City.

For CY 2018, this office submitted the documents of Barangay 44 as the official entry of the 2018 LTIA for the highly urbanized category at the regional level last March 24, 2018.

. Seal of Good Local Governance (SGLG)

TACLOBAN CITY IS RECOGNIZED AS A REGIONAL POTENTIAL PASSER OF THE 2018 SEAL OF GOOD LOCAL GOVERNANCE

Consistent with the provisions of the Department of the Interior and Local Government (DILG) Memorandum Circular (MC) No. 2018-49 dated April 6, 2018,  for the last three years, the Department, through the SGLG, has continually recognized local governments by primarily looking at existing structures, systems and processes that promote transparency, integrity and quality service deliver.

For 2018, the SGLG elevated the assessment criteria from”4+1” to “ALL-IN”. With this, the LGU must pass all areas of: (1) Financial Administration, (2) Disaster Preparedness, (3) Social Protection, (4) Peace and Order, (4) Business-Friendliness and Competitiveness, (6) Environmental Management; and (7) Tourism, Culture and the Arts (DILG MC 2018-49).

To ensure the smooth flow of SGLG compliance in the city, the DILG Tacloban City Operations Office has undertaken the following activities, viz:

  • Preparatory SGLG Activities

     Preparatory activities were undertaken prior the actual conduct of the SGLG:

  • Orientation on SGLG with local officials and functionaries last January 29, 2018;
  • Spearheaded the conduct of the SGLG Mock Assessment last February 19-23 and July 31-August 1-3 by the DILG Tacloban and results were presented during the exit conference held last March 21, 2018 and last August 3, 2018.;
  • Conducted SGLG TWG Meetings bi-monthly meetings starting April until August 2018;

The DILG Tacloban City Operations Office will continue to sustain in giving technical assistance to the local government unit and hope to meet all the criteria in the succeeding SGLG assessment.

  • Transition Towards Federalism

In support of the president’s vision of a federal system of government, this level, in partnership with the City Government of Tacloban and the 138 component barangays, attended and supported the conduct of the Federalism Roadshow, Media Forum, Town Hall Meeting on Federalism last August 16, 2018 at Hotel Alejandro, Tacloban City and Leyte Academic Center, Pawing, Palo, Leyte.

Moreover, to further strengthen the awareness among the constituents of the 138 component barangays of Tacloban City on the key concepts of Federalism, this level conducted the numerous Federalism awareness advocacies incorporated during,

the interfacing and meetings with the Barangay Officials on February 6, and March 2, 2018.In addition, the constituents form 138 barangays participated in the conduct of the DILG RO8 Inter-Collegiate Debate on Federalism last March 14 and 21, this year, at the auditoriums of St. Paul School of Business and Law, and at Leyte Normal University.

Finally, the discussion on the salient features and basic concepts of Federalism was discussed during the conduct of the Synchronized Barangay Assembly Day on March 31 and October 14, 2018.

  • Performance Challenge Fund

As an SGLG passer for CY 2017, the City Government of Tacloban is a recipient of the Performance Challenge Fund (PCF) in the amount of Php 2.4 Million.

In order to apprise the 2017 SGLG passers on the Implementing Guidelines of the Performance Challenge Fund, the DILG Regional Office VIII conducted a PCF Workshop last January 16, 2018.

Thereafter, the aforementioned amount was downloaded to the LGU.  At present, the LGU is complying with the necessary documents as required by the DILG Regional Office VIII.

In turn, this office is consistently providing technical assistance to the LGU to ensure that timeframe will be met accordingly.

  • Barangay Governance Performance Management System (BGPMS)

All 138 component barangays are being assessed annually in terms of their overall performance through the Barangay Governance Performance Management System (BGPMS)

pecifically, the performance areas being assessed are on the Administration, Social Services, Economic Development and Environmental Management.

The results of the BGPMS will be translated into the State of Barangay Governance Performance Report (SBGR)  and its submission is targeted every 1st quarter of the year.

Through the incessant efforts of the area coordinators and as ably supervised by the City Director, all 138 component barangays were able to submit the SBGR on schedule.

Submission of the State of Barangay Governance Performance Report (SGBR) was attained at 100% by the end of the first quarter of this year.

  • Performance Review and Analysis Cum Year-End Activity For SK Chairpersons of Tacloban City

The conduct of this activity aims to have a Performance feedback and meaningful reviews on how the Sanggunian Kabataan strived in the attainment of the thrusts under the provisions of RA NO. 10742, “An Act Establishing Reforms in the Sangguniang Kabataan Creating Enabling Mechanisms for Meaningful Youth Participation in Nation-Building, and for Other Purposes of the SK Reform Act of 2015” . The activity would also summarize on how well the SK performed in the implementation of the different programs, projects, and activities (PPA’s), the strategies done, and what possible improvements can be administered in the future undertakings.( Pics last 12/19/2018 at the Oriental Hotel, Palo, Leyte)

INTERVENING ACTIVITIES:

  • Conduct of New Year’s Call with the Punong Barangays

Pursuant to pertinent provisions of the Local Government Code of 1991, it is imperative for the department to continuously provide technical assistance to the barangays to ensure their compliance to national mandates and directives.

With the start of the new year, DILG Tacloban City aimed to level off with the barangays as to their performance and service delivery specifically on the following: Gender and Development program, Full Disclosure Policy, utilization and implementation of the SK Funds, closed and no barangay halls, functionality of barangay-based institutions, registry of barangay inhabitants and maintenance of drug-cleared and drug free status pursuant to Dangerous Drugs Board Regulation No. 3, series of 2017, among others. 

In addition, Certificates of Recognition were conferred to the barangays of 62, 99, 100, 101, 102, 106, 108, 95, 95B, 96, 109, 110, 7 and 34 for their exemplary performance during the CY 2016 operations.  The basis for conferment of awards was the result of the assessment of barangay operations tool for CY 2016 which was administered last CY 2017.

Among the topics that were highlighted in the said event were the following:

  • The reporting template and the submission of the Organization of Task Force on Youth Development and Utilization of the 2017 SK Funds.
  • The submission of the Gender and Development Accomplishment Report for CY 2017 and the Gender and Development Plan and Budget for CY 2019.
  • The discussion on the salient features of the DILG MC 2014-81 on the Amendment to DILG Memorandum Circular No. 2010-149 re posting of Barangay Budget, Statement of Income and Expenditures and other Barangay Financial Transactions and Annual Procurement Plan.
  • The reactivation of the Barangay Ecological Solid Waste Management Committee as based on the meeting of this office with representatives from the City Government, the latter is vent on strictly implementing the salient provisions of RA 9003 specifically on waste segregation at the household level; and
  • The monthly updating of the registry of barangay inhabitants and the maintenance of status of drug-cleared and drug free barangays.
  • Synchronized Barangay Assembly Day

Pursuant to the provisions of the Local Government Code of 1991, this level ensured the 100% or all 138 component barangays of Tacloban City conduct its semestral synchronized barangay assembly day (SBAD).  Accordingly, Barangays 110 and 86 were the Showcase Barangays in the aforementioned SBADs last March 31 and October 14, this year, respectively.

Moreover, this office provided technical assistance to the barangays in the conduct of the SBAD specifically in terms of provision of materials and other related information to facilitate the smooth flow of the activity.

  • Skills Enhancement Training for Barangay Tanods

To keep the barangay tanods abreast with the trends in the prevention of crime and promotion of public safety as well as in assisting the barangay officials in ensuring peace and order in the barangay, this level, in partnership with the City Government of Tacloban and the City Management and Coordinating Committee (CMCC), facilitated the conduct of the activity, “Skills Enhancement Training for Barangay Tanods cum Barangay at Pulisya Laban sa Krimen (BPLK) Program Orientation”, November 22-23, December 3-4, 6-7, 2018, in three (3) batches at the 2nd Floor, DILG City Operations Office, Kanhuraw Hill, Tacloban City.

Moreover, Tacloban City has been chosen as the pilot city in the conduct of this activity.  This is another milestone for the city government as it pursues a peaceful and safe community in a participatory approach.

  • Assessment of Barangay Operations

To begin the year right and to measure on how well our partner LGU is performing in the implementation of the various priority programs, projects and activities of the Department, this level has conducted a performance review and assessment activity with the 138 component barangays of the City last January 25, 2018.  This endeavor also aimed at identifying strategies to sustain and upscale the performance of the locale.  Moreover, this  activity was done to determine replicable best practices.

  • Matino, Mahusay and Maaasahan na Barangay and Sangguniang Kabataan (SK) Officials

 The official launching of Matino, Mahusay and Maaasahan na Barangay and SK Officials was conducted last April 6, 2018 in two batches (Areas 1 – 6 in the morning and Areas 6 – 10 in the afternoon).  On the said activity, 414 voters were informed or made aware of the necessary qualities a barangay and SK official must possess.  It was aimed to guide the voters when they exercise their constitutional rights of suffrage on May 14, 2018.

A coordinative meeting with the 138 Punong Barangays was conducted with the objective of appraising the local chief executives of the component barangays of Tacloban City on the qualities they should possess if re – elected.

Also, the DILG City Operations Office tapped the Community Climate Guide and Response (CCGR) Text Blast System of the City Government of Tacloban to inform and encourage voters of Tacloban City on the ideal qualities of a matino, mahusay and maaasahang barangay and SK officials.

In order to reach the voters of Tacloban City, a customized video on Matino, Mahusay and Maaasahan na Barangay and Sangguniang Kabataan (SK) Officials was developed by DILG Tacloban wherein said video was posted in the official facebook account of this office and played in e – Jeepneys from May 11 – 13, 2018. 

The same video was also played during the regional official launching of the Matino, Mahusay and Maaasahan na Barangay and Sangguniang Kabataan (SK) Officials last May 5, 2018 and on the Mass Oath Taking Ceremony of the newly elected barangay and SK officials last June 14, 2018.

Moreover, the City Director has engaged in media interviews to inform the public about the program.

Drafting of the City Youth Development Plan (CYDP)

Designed to give priority to programs, projects and activities that will promote and ensure the meaningful youth participation in nation-building, this level was able to provide technical assistance in the drafting of the City Youth Development Plan in the series of workshops conducted for the purpose last July 2, 4, 5, 30, August 13,14,  2018 and  November 26-27, 2018.

  • Administration of Death Benefit Claims For Deceased Barangay Officials

This office, pursuant to the Department’s conscientious efforts in providing the benefits authorized by law to the beneficiaries of deceased barangay officials who served their community faithfully, processed and released 3 claims for death benefits for deceased barangay officials for CY 2018. All of these claims were disbursed to one (1) Punong Barangay, one (1) Sanguniang Barangay Member and one (1)Treasurer.

  • Federation of the Liga ng mga Barangay Tacloban City Chapter

The election of the Liga ng mga Barangay (LnB) federation of the Tacloban City Chapter went smoothly and orderly last July 30, 2018 at the USAID Building, Kanhuraw Hill, Tacloban City. Aimed to give priority to programs designed for the total development of the barangays and to adopt measures to promote the welfare of barangay officials, 136 out of the 138 component barangays of Tacloban City participated in the said activity.

The winning candidates were eventually proclaimed by the Election Committee Chair, are as follows:

  2. TAÑALA, IRVIN P. – Liga Vice President
  3. LEE, ELMER G. – Liga Auditor.

As a concluding activity, an Oath Taking Ceremony was conducted with the winning candidates by Honorable Judge AGERICO A. AVILA, Regional Trial Court Judge, Regional Trial Court Branch VIII, as the Administering Officer.

  • Federation of the SK Chairpersons Tacloban City Chapter

In accordance with the implementation of Republic Act 10742 (Sangguniang Kabataan Reform Act of 2015) specifically in the organization and election of officers of SK federations, the Department of the Interior and Local Government (DILG) Tacloban City conducted a two-day Panlungsod SK Orientation and Elections on May 29, 2018 at Boro Bay Hotel, Borongan, Eastern Samar.

The activity was attended by a total of 136 SK Chairpersons from the 138 barangays of the City of Tacloban.

The following are the winners of the aforesaid election with their respective positions:

  • Conduct of the 27th Local Government Code Anniversary Celebration

The theme for the celebration of the Local Government Month for this year is “Nagmamalasakit na Pamahalaang Lokal: Sandigan ng Maunlad at Ligtas na Pamayanan”, per DILG MC 2018-168).

DILG Tacloban’s Simple Observance of the Local Government Day, done in partnership with the City Governement Of Tacloban through Mayor Cristina Gonzalez Romualdez, the Liga ng Mga Barangay, SK Federation and the DILG Family (CMCC) was held last October 10, 2018 at the 2F La Rica Hotel, Tacloban City.

In attendance were Vice-Mayor Jerry Sambo Yaokasin, Hon. Eden Pineda, Hon. Thomas John Moreno Diaz, PSSUPT. Carlito D. Abriz, JSUPT. Manuel O. Chan, Jr., SFO4 Edwin Calumag, Barangay Officials and Media Practitioners.

The event was highlighted with the messages from all the guests, presentation of AVPs on the New DILG Vision & Strategic Direction, SILG Año’s Message,

 Bantay-Korapsyon, and the Ceremonial Signing of the Pledge of Commitment for Good Governance.

 Outcome 2:  PEACEFUL, ORDERLY, AND SAFE LGUs

 Peace and Order Council

Ensuring the maintenance of the peace and order situation in Tacloban City, the Joint City Peace and Order and Anti – Drug Abuse Councils continuously perform its duties and functions through the conduct of its regular quarterly meeting.

Moreover, DILG Tacloban provided secretariat services twice during the 1st quarter of 2018 in the conduct of the joint City Peace and Order Council/City Anti-Drug Abuse Councils meetings conducted last January 29, February 15, May 5, September 28, and December 18, 2018 respectively.

Primarily, said meetings were carried out to give updates on peace and order situation in the area of jurisdiction. Similarly, issues/concerns/updates on the following matters were given due emphasis in the said forum: 

1. Assessment, updating and online encoding of the Compliant Peace and Order and Public Safety Plan (2017-2019);

2. Security Protocols and contingency planning during the May 2018 Local Elections;

3. Communication protocol for calamities s and human-induced disasters;

4. Security Measures for the month-long Annual Fiesta Celebration;

5. Drug-related Concerns;

6. Updates on the New Beginnings Program activities;  

7. Conduct 2nd CMCC Basketball Tournament; and 

8. Conduct of ADAC Audit assessing the functionality of the BADACs of Tacloban City last November 20, 2018 that gave rise to with the findings that the City Government of Tacloban has HIGHLY Functioning BADACs.

• Strengthening of Anti-Drug Abuse Councils (ADACs)

To further enhance the knowledge and skills of the chairpersons of the 138 BADACs of Tacloban City in fighting illegal drugs and in strengthening the implementation of the barangay drug clearing program in the locality, this level, in partnership with the Tacloban City Police Office (TCPO) and the Philippine Drug Enforcement Agency (PDEA) Regional Office 8, conducted the following activities, to wit:

 
  1. Interfacing with the Punong Barangays last January 25 and February 19, 2018; and
  2. BNEO for GREAT Barangays Program last September 10-12, 13-15, 24-26, 27-29, October 8-10, 11-13 and 22-24, 2018.
  3. Strengthening the Barangay Anti-Drug Abuse Councils on November 13-16, 2018.
  4. Conduct of ADAC Audit assessing the functionality of the BADACs of Tacloban City last November 20, 2018 that gave rise to with the findings that the City Government of Tacloban has HIGHLY Functioning BADACs.

Finally, this level continually monitors the functionality of these councils through conduct of Area meetings and issuance of Memorandum Circulars.

  • Advocacy for the Prevention of Illegal Drugs, Criminality, Corruption and Violent Extremism

DILG Tacloban continues its partnership with the New Beginnings Program of the City Government of Tacloban, and the members of the City Management Coordinating Council (CMCC) in the implementation of the department’s vision and advocacy on the prevention of illegal drug use, criminality, and violent extremism. Coordinative meetings with the Life Coaches, personnel from Tacloban City Police Office and Philippine Drug Enforcement Agency were held last January 3 & 16, 2018 at the Tacloban City Mayor’s Office to ensure that the concerns of the agencies on Anti-Illegal Drugs, Anti-Criminality campaign and prevention of acts of violent extremism was promptly addressed.

Likewise, to ensure the maintenance of the peace and order situation in Tacloban City, the Joint City Peace and Order and Anti – Drug Abuse Councils continuously perform its duties and functions through the conduct of its regular quarterly meeting on the following dates: January 29, February 15, May 5, and September 28, 2018 respectively.

The 138 Punong barangays of Tacloban, together Chairperson of the Peace and Order Committee and one member of the Barangay Anti-Drug Abuse Council and/or three (3) participants per barangay, City also attended the conduct of Rehabinasyon Town Hall Meeting at Patio Victoria Beach Resort on March 6, 2018, which is the all encompassing government campaign against illegal drugs. The Rehabinasyon communicated to the public the harmonized programs of different government agencies, debunk alternative truths and showcase the results and benefits of the government’s efforts to fight the drug menace.

Also, this level, together with the 138 component barangays of Tacloban City as well as other national government agencies, participated in the 3rd Anti Drug Summit of the City Government last September 20, 2018 at the Tacloban City Convention Center. Secretary Tolentino who was sent by Malacanang to the annual event was joined by Mayor Cristina G. Romualdez and the rest of New Beginnings Technical Working Group in the afternoon event meant to show the cohesive anti-drug initiatives of the local government and the different multi-sectoral groups in the City.

On the other hand, in line with the current efforts of this department to prevent graft and corruption, as well as to encourage the public not only to exercise their right of suffrage, but to also vote for leaders who possess the qualities of being “Matino, Mahusay at Maasahan”, this office, in collaboration with the City Government of Tacloban and the City COMELEC, spearheaded the conduct of a Communication Activity entitled “Launching of the MATINO, MAHUSAY and MAASAHAN na BARANGAY and SK OFFICIAL” for the May 2018 Barangay and Sangguniang Kabataan (SK) Elections Local at the 2/F DILG Tacloban City Conference Hall, Kanhuraw Hill, Tacloban City in two (2) batches last April 6, 2018. The purpose of the aforementioned activity was to release a guide for voters on the qualities of being Matino, Mahusay and Maasahang barangay and SK officials to vote for. Moreover, this event also aims to provide an avenue for the Tacloban City COMELEC, TCPO, TCFS, and Tacloban BJMP to inform the public of their Calendar of Activities and other programs relative to the campaign for an honest, orderly, and peaceful elections; and to reduce, if not prevent, the rampant occurrence of corruption in the government, especially in the barangay level.

Meanwhile, ten (10) fact finding investigations were conducted this CY 2018 on the basis of Regional Orders forwarded to the DILG Tacloban City Operations Office. DILG Tacloban has also institutionalized a Request for Assistance Form wherein all legal concerns and issues are lodged and routed to an Area coordinator in which the issue/s are being resolved and settled.

Also, the establishment of the DILG Tacloban City 8888 Complaint Mechanism , 8888 Focal Person and a separate 8888 gmail account was promptly accomplished last September 18, 2018. The said program aims to provide a mechanism where the citizens may report their complaints and grievances on acts of Red Tape as defined under RA 9485 and other relevant laws; and/or graft and corrupt practices of the local government officials.

  • People’s Law Enforcement Board (PLEB)

To further improve the skills of the PLEB Chairmen and its members in appreciating evidences presented before them during hearings, and to advance the skills of the members in arriving and crafting decisions and resolutions, a two-day training with accommodation entitled, “REGIONAL SKILLS ENHANCEMENT FOR PLEBs: APPRECIATION of EVIDENCE and DECISION and RESOLUTION WRITING” was attended by the PLEB members of the City Government of Tacloban on November 28-29, 2018 at Hotel Alejandro, Tacloban City.

Comprehensive Local Integration Program

To further strengthen this level’s capacity in the provision of technical assistance relative to the Enhanced Comprehensive Local Integration Program of the department, the DILG Tacloban Operations Office attended the activity entitled, “Nationwide Orientation/Workshop on the Enhanced Comprehensive Local Integration Program (E-CLIP) Guidelines and the Government’s Thrust on Peace and Secuirty” held last September 10-12, 2018 at Axiaa Hotel, 135 West Avenue, Quezon City, Metro Manila. 

Likewise, to capacitate and raise the awareness of the City Government of Tacloban, to include specifically the City Mayor, the CSWDO, a CSO who is a member of the Peace and Order Council, they attended the activity entitled, “Orientation-Workshop on E-CLIP” last August 14, 2018 held at the 2nd floor DILG RO8 Training Center, Kanhuraw Hill, Tacloban City.

Finally, the members of the CPOC was oriented on August 30-31, 2018 on the conduct of the Performance Audit and highlighted their respective duties and responsibilities in the implementation of the said government thrust.

  • Orientation on the Katarungang Pambarangay Law

Designed to promote the speedy administration and enhanced quality of justice by relieving the courts of docket congestion caused by indiscriminate filing of cases, as well as to perpetuate and officially recognize the time-honored tradition of amicably settling disputes among barangay and family members at the barangay level without judicial recourse, this level conducted the activity entitled, “Orientation on the Katarungang Pambarangay Law” on November 26-27 and 28-29, this year. This activity was participated by the Punong Barangays, Barangay Secretaries, and a member of the Lupong Tagapamayapa from the 138 component barangays of Tacloban City, in two (2) batches, at the 2F DILG Tacloban City Conference Hall, Kanhuraw Hill, Tacloban City.

Outcome 3SOCIALLY PROTECTIVE AND SAFE LGUs

  • BuB – Provision of Potable Water Supply System

The Expansion of Water Distribution Pipeline of Potable Water System Level III located at GMA Kapuso Village, Brgy 106 Sto. Niño is now 60% completed and caters to the populace in said location. Expected to be completed in the 1st quarter of 2019, the BUB- Provision of Potable Water Supply System, being implemented and monitored by the DILG Tacloban will ease the provision and accessibility to potable water among the constituents.

  • Institutionalizing a Gender Responsive Local Governance

Mandated to review, endorse and monitor the submission of GAD Plans and Budget (GPB) and GAD Accomplishment Reports (GAD ARs) of local government units, this level ensured the review and endorsement of the 2019 GAD Plans and Budget and the 2017 GAD Accomplishment Reports of Tacloban City and its 138 component barangays.

Moreover, this level reviewed and monitored the functionality of the Barangay Violence Against Women Desk and of the Local Council for the Protection of Children of all the 138 component barangays of Tacloban City pursuant to the provisions of DILG Memorandum Circular No. 2017-114 dated August 30, 2017, entitled, “Guideline in Monitoring the Functionality of Violence Against Women (VAW) Desk in Every Barangay” and sustained an accomplishment rate of 100%.

The importance of adherence and the salient features of “The Responsible Parenthood and Reproductive Health Act” and RA 9262 otherwise known as the “Anti-Violence Against Women and Their Children Act of 2004” was likewise discussed emphasized during the conduct of the BNEO for Great Barangays to all the barangay and SK officials of the 138 barangays of Tacloban City, as well as during the SK Mandatory Training

Furthermore, in strict adherence to the scheduled timelines in the GAD Planning and Budgeting as provided for in the PCW – DBM – DILG – NEDA JMC No. 2016 – 01, this level participated in the activities enumerated as follows:

  1. “Annual Gender – Fair Tacloban Program Assessment and Planning Workshop” and “Labs ko, Lawas ko” this February 2018, for the formulation of the 2019 Tacloban City GAD Plan and Budget (GPB) and the 2017 GAD Accomplishment Report (GAR) in the activity.
  2. “Women’s Month Activities”, “Woman’s Walk”, “Women’s Congress and Fair”, “Women’s Shelter Anniversary”, “Gender Disability Forum” and “GAD Sensitivity Training for Police Officers”last March 2018, for the promotion of gender sensitivity in the work place and discussion of laws and policies that can be useful in the implementation of GAD responsive programs in the national and local levels;
  3. “GAD Council Meeting”, successfully conducted in every quarter of this year at the City Population Office, for the assessment of the implementation of the 2018 GAD programs, projects and activities;

Finally, to further institutionalize a Gender Responsive Local Governance, this office undertook the following activities:

  1. Conduct of the 2018 Child Friendly Local Governance Audit on the city level last April 30 to May 14, 2018 and was conferred an Eligibility Award for FY 2018.
  2. “Barangay Council for the Protection of Children (BCPC) Strengthening for BCPC Members” last August 10 and 24, 2018 at the 2nd floor DILG Tacloban City Conference Hall, Kanhuraw Hill, Tacloban City which was sponsored by World Vision and was attended by all the Punong Barangays, Child / youth representative, Kagawad committee on children and women, faith leader or church leader, day care teacher, BHW and VAWC Desk Officer of all the 138 component barangays of Tacloban City.
  3. Attended the Tacloban City Government’s National Children’s Month Kick-Off Celebration with the theme, “Isulong: Tamang Pag-aaruga para sa Lahat ng Bata” last November 5, 2018.
  4. A briefing and workshop entitled, “Saving Women’s Lives through humane post-abortion care: Briefing and Strategizing Workshop” on November 24, 2018, 11:30am-5pm at Hotel Alejandro sponsored by EnGendeRights, Inc., a legal non-governmental organization advancing women’s rights through domestic and international legal and policy advocacy, research and training, and impact litigation.

INTERVENING ACTIVITIES:

  • Community Based Monitoring System (CBMS)

Aimed to design and pilot community-based systems for monitoring poverty in its multidimensional sense, the DILG Tacloban was once again tapped to promote and facilitate the further development of the CBMS methodology, instruments and training modules, thru the efforts and expertise of LGOO V Maridel B. Burgos, a Regional Coach, who rendered technical assistance to the following LGUs in the region:

  • City Government of Ormoc last January 17, 2018;
  • Leyte last February 2018;
  • Cabucgayan, Biliran last November 6-9, 2018; and
  • Rosario and Lavezares, Northern Samar last December 6-8, 2018.
  • Women’s Month Celebration

In recognition of the women of our time and in line with the observance of the National Women’s Month, this level, in coordination with the City Government of Tacloban, invited all barangay officials to take part in its kick – off activity, ‘Women’s March’, which started at 5:30 in the morning at the city hall grounds and culminated with a short program at the Tacloban City Astrodome, last March 1, this year.  Accordingly, this level, as fully represented by the women personnel and staff, had actively joined the aforementioned undertaking.

  • City Development Council

In setting the direction of economic and social development, and coordinating development efforts within the City of Tacloban, the City Development Council (CDC) conducted its mock meeting last February 6, 2018 and its meetings last April 30, May 4, June 11, and August 24, this year, at the Tacloban City Training Center, City Hall Grounds.  Said activity was actively participated by Atty. Darwin N. Bibar, City Director, being a member of said council.  Highlight of which was the presentation of the proposed priority programs, projects and activities of the city for CY 2018.

  • City Advisory Council (CAC)

Tasked in assisting and supporting the Philippine National Police, the City Advisory Council (CAC) conducted a meeting last April 25, 2018 at the 2nd Floor, City Operations Office, Kanhuraw Hill, this City.  Said activity was duly participated by the Atty. Darwin N. Bibar, CESO V, City Director, as chairperson of the said council.

The activity was conducted mainly to orient the council on the following topics:

  1. Security Protocols and contingency planning during the May 2018 Local Elections;
  2. Drug related concerns; and
  3. Key Roles and Responsibilities of the Technical Working Group (TWG), Police Strategy Management Unit/Team (PSMU), and City Advisory Council (CAC).
  • EVRMC Stakeholders’ Meeting

With the ongoing construction of the EVRMC Complex, this level has been consistently involved in the Stakeholders’ Coordinative Meeting, where presentations of accomplishments by contractors was done in the various projects, and the latest of which was conducted last April 10, 2018 at the EVRMC Complex, Brgy. Bagacay, Tacloban City.

The purpose of the said meeting was to update the stakeholders on the status of implementation of the ongoing construction of the EVRMC Complex.

  • Federation of Persons With Disabilities

 Pursuant to pertinent provisions of the Implementing Rules and Regulations of Republic Act No. 10070 (An Act Establishing an Institutional Mechanism to Ensure the Implementation of Programs and Services for Persons with Disabilities in every Province, City, Municipality, amending Republic Act No. 7277 otherwise known as the Magna Carta for Disabled Persons, as amended and for other purposes), the federation of the Tacloban City PWD was conducted last March 13, 2018, 2:00 PM at the City Engineer’s Office’s Gymnasium.

In attendance were representatives of the 56 PWD organizations with a total of 114 participants. The following are the elected officers:

 Intended to strengthen the respect, protection, and promotion of the rights and welfare of domestic workers, this level, in partnership with the Department of Labor and Employment (DOLE) and with the City Government of Tacloban through the City Public Employment Service Office (PESO), spearheaded the activity, “Orientation on the Domestice Workers Act or Batas Kasambahay for the Punong Barangays and Violence Against Women (Vaw) Desk Officers“ last December 5, 2018 at the 2F DILG Leyte/Tacloban City Training Center, Kanhuraw Hill, Tacloban City which was actively participated by the intended participants from the 138 component barangays of Tacloban City.

Outcome 4ENVIRONMENT PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUs

  • Enhancing LGU Capacity on DRR and CCA

Pursuant to the provisions of Republic Act No. 10121 on the “Philippine Disaster Reduction and Management Act”, this level has continuously provided technical assistance to the city and barangay level on disaster preparedness.

More specifically, the following activities have been undertaken:

  1. Provision of technical assistance on the preparation of the Barangay Disaster Risk Reduction Management Plan (BDRRM) Plan;
  2. Coordinative Meeting with CDRRMO, CSWDO, OCD, TACRU and volunteers last February 26-27 and March 1, 2018, re scheduled Tsunami Drill.
  3. Conduct of Tsunami and Earthquake Drills on March 2, April 10-11, 2018.
  4. Operation LISTO Disaster Preparedness Manual Pre-Testing which was participated by one Punong Barangay in all the ten(10) areas of Tacloban City held last July 10, 2018.
  5. Full compliance to the activation andimplementation of the City DRR Team during occurrence of typhoons resulting to heightened city DRRM alert levels.
  6. Resilience Preparedness Toward Inclusive Development Program (RAPID) Rapid Assessment of the Formulation of LGU Local Development Planning Profiles (January 5, 2018)
  7. Plantation of Mangroves at Brgy. 69, Anibong, Tacloban City (February 23, 2018)
  8. Listo si Kap Orientation: in coordination with the City Disaster Risk Reduction and Management Office, this level capacitated the 138 Punong Barangays on their roles and responsibilities in terms of pre-disaster, during and after disaster during the activity “Listo si Kap Orientation” last July 25, 2018 at the USAID Training Center, Tacloban City.

Finally, aimed at enhancing the competencies of DILG – CCA – DRR Regional Focal Persons, and Provincial and City level Management Officers in delivering the DRR Training Programs at the local level, this office, thru LGOO II Mary Rose Pascua, attended the activity, “Basic Incident Command System Training for DILG Personnel Batch II”, last July 16-20, 2018 at One Tagaytay Place Hotel Suites, Tagaytay, City, Cavite.

  • Local Climate Change Action Plan (LCCAP)

In response to the Republic Act No. 9729 or the Climate Change Act of 2009, the City Government of Tacloban has already formulated the Local Climate Change Action Plan (LCCAP) and the same has already been approved by the Sanggunnian covering the period 2017-2025.

Moreover, designed at revisiting the IEC of the pool of regional coaches with the necessary background, knowledge, skills and practical experience on the provision of training and coaching sessions on the enhanced LCCAP formulation process for local government units, this level, attended the activity, “Coaches Review on LCCAP Toolkit”, last September 5-6, 2018.

In relation to furtherance of the said program, LGOO V Maridel B. Burgos served as a coach last September 11-14 and 17-21, 2018 during the LCCAP Formulation Workshop at Hotel Alejandro, Tacloban City.

Likewise the same personnel attended the “Meeting with LCCAP Coaches” last September 25, 2018 and the “Coordinative meeting with DILG Officers re LCCAP Stakeholders’ Forum” last September 28, 2018.

Meanwhile, in consonance with the Enhanced Guidelines on the Formulation of the LCCAP, a meeting with LCCAP Team, UNDP and DILG Regional and Tacloban personnel was held last  last November 6, 2018.

  • Management of the Dead and the Missing (MDM)  Consistent with the provisions of DILG MC No. 2016-139 on the Updated Specification of Cadaver Bags for the Management of the Dead and Missing Persons, this level attended the “Management of the Dead and the Missing (MDM) Sub-Cluster Meeting” last July 30, 2018 at 2F DILG Regional Office, Kanhuraw Hill, Tacloban City. Consequently, this activity resulted to capacity enhancement of the participants relative to the crafting and issuance of the Executive Order re Management of the Dead for the City Government of Tacloban.
  • Incident Command System (ICS)

Intended to enhance and develop a pool of potential incident command team leaders or members that can operate during the occurrence of a disaster or an incident, the DILG Central Office, the Office of the Civil Defense Regional Office VIII and the National Disaster Risk Reduction and Management Council (NDRRMC) spearheaded the activity, Basic Incident Command System Training for DILG Personnel Batch II”, last July 16-20, 2018 at One Tagaytay Place Hotel Suites, Tagaytay, City, Cavite which was actively participated by this level through the representation of Mary Rose C. Pascua, LGOO II.

Moreover, to ensure that the office can provide the necessary assistance to the LGU during disaster, this level has sustained the implementation of the issued City Order No. 2, series of 2017 where the DILG Tacloban personnel are assigned to a specific day to serve as duty officer(s).

  • Recovery Assistance on Yolanda-Affected Areas (RAY 3)

In line with the implementation of RAY Batch 3, this level incessantly monitors the implementation of the 24 subprojects in the City.

INTERVENING ACTIVITIES:

 2018 Fire Prevention Month Celebration

To show support to the Bureau of Fire Protection (BFP) in its endeavor of attaining a fire – safe nation and a strong partner in promoting public awareness relative to fire safety and prevention, this level, as represented by the male personnel, participated in the activity, ‘Unity Walk’ during the kick – off ceremony of the 2018 Fire Prevention Month Observance last March 1, 2018 at the RTR Plaza, Justice Romualdez St., this City.

  • RAPID Mainstreaming DRR-CCA in the CDP and LDIP

To strengthen approaches and actions on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) at the local level by capacitating its target Local Government Units (LGUs) and communities on disaster risk assessment and mainstreaming risk assessment results in development planning and preparedness planning, this level participated the conduct of the “RAPID Mainstreaming DRR-CCA in the CDP and LDIP”, last July 9-13, 2018.

Establishment of Materials Recovery Facility and Barangay Ecological Solid Waste Management Council

 To ensure the proper segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation and adoption of the best environmental practice in ecological waste management and to encourage greater private sector participation in solid waste management, this office, in partnership with the City Environment and National Resources conducted information drive and advocacy events which proposes and adopts regulations requiring the source separation and post separation collection, segregated collection, processing, marketing and sale of organic and designated recyclable material generated in the City level.

Likewise, the creation of the Barangay Ecological Solid Waste Management Council was mandated by this level in all the 138 component barangays as part of the accomplishments to be met during first 100 days of service of the Punong Barangay. which obtained a 100% accomplishment and submission rate.

5th Year Commemoration of Yolanda

 To commemorate the 5th Anniversary of Typhoon Yolanda (international name Haiyan), the DILG Tacloban City participated in the commemorative activities.

The activities started which was celebrated at Sto. Nino Parish Church at 8:00 AM.  Meanwhile, the 5th Yolanda Commemorative Program was held from 3:00 to 5:00 pm at the Tacloban City Convention Center.

Finally, the traditional simultaneous candle-lighting along the streets of City was held at 6 p.m., followed by Yolanda Sundown Memorial at 9pm, same date.

Outcome 5BUSINESS – FRIENDLY AND COMPETITIVE LGUs

  • Improve LGU Competitiveness and Ease of Doing Business

    Pursuant to the recently enacted Ease of Doing Business and Efficient Delivery of Government Services Act of 2018 or RA 11032, which aims to strengthen the current administration’s thrust in increasing the competitiveness and ease of doing business in the country, this level, actively participated and attended the Ease of Doing Business Orientation last September 10, 2018 at the 2f DILG RO8, Kahuraw Tacloban City.

In addition, with the intention to drive the swift growth of improving ease of doing business and employment generation of Philippine business, this level attended the BPLS Onsite Validation and Audit Review last September 26, 2018 and resulted to the City Government’s compliance to the new and updated Business Permits and Licensing System.

Further, this level attended the conduct of the activity entitled, “Streamlining Building Permits and Certificates of Occupancy For LGUs” last September 19-21, 2018 at Leyte Park Hotel.

Accordingly, relative to the aforementioned activity, this level conducted a follow through activity entitled, “Mentoring and Monitoring to Cities on the Implementation of the DILG-DTI-DPWH-DICT Joint Memorandum Circular No. 2018-01 re Guidelines in Streamlining the Process for Building Permits and Certificates of Occupancy for LGUs on December 17, 2018 at DILG Tacloban, Kanhuraw Hill, Tacloban City participated by the City Planning Officer, City Treasurer, Building Officer, City Assesor and a representative from Bureau of Fire Protection Tacloban City.  

Promotion of Business Friendliness and Competitiveness

As one of DILG’s mandate that is to provide technical assistance to local government units, this level assessed the status of compliance of Tacloban City to the DILG – DTI – DICT Joint Memorandum Circular No. 01 Series of 2016 re Revised Standards in Processing Business Permits and Licenses in all Cities and Municipalities.

Likewise, aimed at promoting ease in doing business in the City, this level ensured the realization of the following activities, to wit:

  1. Posting of the updated Citizen’s Charter in compliance to DILG – DTI – DICT Joint Memorandum Circular No. 2016 – 01 at the Business Permits and Licensing Office (BPLO); and
  2. In consonance with the Seal of Good Local Governance (SGLG), ensured compliance to the Core Area ‘Financial Administration’ and Essential Area ‘Business – Friendliness and Competitiveness’.

Orientation on Revenue Generation Policies

 In collaboration with the City Treasurer’s Office, this level was able to increase the knowledge of barangay officials in terms of the scope of taxing powers of barangays in the activity “Orientation on Revenue Generation Policies” last August 13, 2018.

This topic was also discussed and emphasized during the conduct of the BNEO for GREAT Barangays Training Program.

Outcome 6STRENGTHENED INTERNAL GOVERNANCE CAPACITY

  • HRMD for DILG
    • Planning Workshop

Aimed at orienting key focal persons on the 2018 deliverables and further be able to come up with the calendar of activities, all the DILG Tacloban City Operations Organic Personnel attended the Performance Review and Analysis and Planning Workshop last January 3-5, 2018 at Tierra de Milagros Resort in Palo Leyte.

Accordingly, with excellence in performance as the end goal, the DILG Tacloban City Team conducted the DILG TACLOBAN CITY PLANNING – WORKSHOP last January 18-19, 2018 at Baybayon ni Agalon Resort, Albuera, Leyte and ended up with a formulated (tentative) DILG Tacloban City Calendar of Activities for CY 2018.

Furthermore, to be in sync with the DILG Central Office’s goals and deliverables for the 2nd Semester of CY 2018, the DILG Tacloban personnel attended the Mid-Year Evaluation & Catch-Up Planning & Budgeting last July 26-27, 2018 at the 2F DILG Tacloban City Conference Hall, Kanhuraw Hill, Tacloban City, which was hosted and facilitated by the DILG Regional Office.

In addition, in view of the cash-budgeting approach that will be implemented beginning next year 2019, the DILG Tacloban personnel attended the Regional Pre Planning Activities for 2019 last October 8-17, 2018 at the 2F DILG Regional Office Conference Hall, Kanhuraw Hill, Tacloban City.

Consequently, with the aim to assess the performance of DILG Regional Office, this Office attended the Regional Performance Review and Analysis on December 4, 2018.

Accordingly, to gauge up with the regional level performance for the current year, the DILG Tacloban City personnel conducted a performance review that would essentially summarize on how well the team performed in the implementation of the different programs, projects and activities (PPAs) of the department, the strategies done, and what possible improvements can be administered in the future undertakings. This activity was entitled, DILG Tacloban City Year-End Evaluation cum Performance Review and Analysis, last December 17, 2018 at the 2F DILG Tacloban City Conference Hall, Kanhuraw Hill, Tacloban City.

Moreover, to ensure that all that had been planned and agreed upon are carried out accordingly on the regional level, this office, thru the City Director, Atty. Darwin N. Bibar, CESO V, attended the Regional Management Conference.

Lastly, this office was able to submit to the regional level their printed narrative of the Annual Report on November 15, 2018 and was able to successfully produce an Annual Audio Visual Presentation of their Accomplishment Report on December 4 and 8, 2018, respectively.

  • Local Governance Regional Resource Center

With the goal of building learning communities that pursue local governance excellence through knowledge sharing and innovation, the DILG Tacloban City personnel attended the following activities which were all held at the DILG R8, Training Center, Kanhuraw Hill, Tacloban City, to wit:

  • LGRR
  • LGRRC Orientation on SK Mandatory Training & BNEO for Great Barangays, on May 11, 2018; and
  • C Pre-Assessment re Knowledge Management Audit & the LGRRC Knowledge Management Audit, last October 15-16, 2018.
  • Communication Program Towards Good Governance

On March 6, 2018, the 138 chairpersons of the Peace and Order Committee in the city, together with selected members of the Anti-Drug Abuse Councils,  participated in the conduct of a communication activity entitled, “Rehabinasyon Town Hall Meeting” at Patio Victoria Beach Resort, which is the allencompassing government campaign against illegal drugs. The Rehabinasyon communicated to the public the harmonized programs of different government agencies, debunk alternative truths and showcase the results and benefits of the government’s efforts to fight the drug menace.

Moreover, a Media Forum was conducted in conjunction with the Launching of the Advocacy for the Matino, Mahusay, Maaasahang Barangay and SK Official” for the May 2018 Barangay and Sangguniang Kabataan (SK) Elections Local at the 2/F DILG Tacloban City Conference Hall, Kanhuraw Hill, Tacloban City in two (2) batches last April 6, 2018. The purpose of the aforementioned activity was to release a guide for voters on the qualities of being Matino, Mahusay and Maasahang barangay and SK officials. This communication activity was spearheaded by this office, in collaboration with the City Government of Tacloban and the City COMELEC for the campaign for an honest, orderly, and peaceful elections; and to reduce, if not prevent, the rampant occurrence of corruption in the government, especially in the barangay level.

Likewise, in support of the president’s vision of a federal system of government and to further strengthen the awareness among the constituents of the 138 component barangays of Tacloban City on the key concepts of Federalism, this level, in partnership with the City Government of Tacloban and the 138 component barangays, attended and supported the conduct of the Federalism Roadshow, Media Forum, Town Hall Meeting on Federalism last August 16, 2018 at Hotel Alejandro, Tacloban City and Leyte Academic Center, Pawing, Palo, Leyte which was graced by various media partners of platforms.

Accordingly, this level, as part of TWG of the New Beginnings program of the Tacloban City Government, together with the 138 component barangays of Tacloban City as well as other national government agencies, participated in the 3rd Anti-Drug Summit of the City Government last September 20, 2018 at the Tacloban City Convention Center. Secretary Francis M. Tolentino, Presidential Adviser on Affairs, graced the said activity.

The said summit was done to exemplify the cohesive anti-drug initiatives of the local government and the different multi-sectoral groups in the City. The said activity was also participated by various media partners of various platforms and was aired on local news and channels.

Moreover, the City Director, receives and accepts invitations to attend media interviews, fora and conferences, with or without prior notice, with the purpose of sharing and contributing to the learning of communities to pursue local governance excellence through information dissemination,

Finally, for the continuance of building strong linkages with the public and further promote transparency, through the efforts and initiatives of its personnel, this level established and launched its official website last December 11, 2018 under www.dilg-tacloban.com.

  • Disaster Preparedness for DILG Personnel

As advocates of family disaster preparedness, the emergency bags or “e-balde”, “go-bags” or survival kits will be adopted in the office.

This is to facilitate the preparedness and readiness of the DILG Tacloban personnel in times of disaster.

  • City Management Coordinating Committee Meetings

Intended to further strengthen linkage of the council specially during disaster operations, conduct of training of barangay tanods, election protests and activities,  and other related activities and events, the Tacloban City Management Coordinating Committee, this office, thru its chairperson, Atty. Darwin N. Bibar, presided the coordinative meetings with the other heads and/or representative from the Tacloban City Police Office (TCPO), Bureau of Jail Management and Penology (BJMP) – Tacloban City and Tacloban City Fire Station (TCFS) .

  • Employees Welfare Benefits

Meant of building a more cohesive DILG Tacloban City Team and to inculcate shared values and commitment, this level conducted the activity, “Retooling Cum Team Building of Dilg Tacloban City Personnel“, last October 22-25, this year, at the Baypark Hotel, Calbayog City. This activity successfully re-oriented the DILG Tacloban staff on the DILG-LG Outcome Sector Framework and identified strategies in maintaining and improving the performance of the office and of its employees.

Furthermore, this resulted to a more unified and coherent working professional relationship among the DILG Tacloban City personnel, as well as better camaraderie, productivity and efficiency that consequently lead to provision of better service to the clientele.

  • General Housekeeping & Maintenance of PPE

Pursuant to this level’s Office Unnumbered Memorandum dated August 17, 2016, designating Friday as the 5s Day wherein 5S is considered as a standard and guidance for good housekeeping. The DILG personnel observes the policy by organizing his/her respective work space for efficiency and effectiveness and in identifying and storing the items used, maintaining the area and items, and sustaining the new order.

  • Office Facilities

Designed to provide better working environment, privacy, and to meet the demand for human creativity and productivity, this level initiated the procurement of two (2) sets eight (8) seater work station office cubicles, three (3) sets table partition for the DILG Tacloban City finance personnel and one (1) set executive office table with one (1) senior executive chair.

Furthermore, this office also procured DSLR Camera, LCD Laser Pointers, 5n1 Scanners and Printers, Sala Set in the receiving area, refrigerator and microwave.

  • City Team Conferences

Constant consultation among the stakeholders of an operating unit is very indispensable especially when primarily aimed at confirming that all that have been planned and agreed upon are carried out accordingly.  Thus, as a team, this level continuously conducts its regular monthly team conference.

With the guidance of Regional and Central Management, these are the organizational characteristics that bind the men and women of DILG Tacloban – indispensable factors that led to this level’s successful implementation of DILG Programs, Projects and Activities in 2018.

CLARION!  The DILG Tacloban Team 2018 Annual Report!

For calendar year 2018, the DILG Tacloban Operations Office, being the primary agency tasked to develop and scale up the capacities and compliance of the City Government of Tacloban and its 138 component barangays, rendered performance oversight and provided technical assistance packaged to encourage performance and excellence; strategically positioned ourselves in order to promote LGU self-reliance and development-orientism where rule of law and public safety prevail.  With the capability of the City Government further built, it has to a certain extent contributed to the national development goal of inclusive growth and poverty reduction.

Outcome 1: ACCOUNTABLE, TRANSPARENT AND PARTICIPATIVE LGUs

 The LGU is the battleground for progress and this is where development will either be won or lost, depending on the behavior and performance of local officials and functionaries. Thus, in partnership with the City Government, DILG Tacloban adhered to the imperative of promoting good governance, as anchored on the hallmarks of transparency, accountability, participation and effectiveness in service delivery. This enabled the City and its barangays to confidently overcome challenges along the economic, environmental and social fronts.

With a shared understanding of good governance between LGU Tacloban City and DILG Tacloban, these remarkable accomplishments were realized:

  • Tacloban City was recognized as a potential passer for the 2018 Seal of Good Local Governance
  • Tacloban City was eligible for the Presidential Award for the Child – Friendly Municipalities and Cities being one of the top conferees of the Seal of Child Friendly Local Governance for CY 2017
  • The Sanggunian Panlungsod of Tacloban was again adjudged as the 2018 Regional Winner under the Local Legislative Awards, and qualified for the National Assessment under the Highly Urbanized Category
  • Barangay 44 was submitted as an official entry to the 2018 Lupong Tagapamayapa Incentives Awards under the highly urbanized category at the regional level
  • Tacloban City and its 138 component barangays remain fully compliant with the Full Disclosure Policy
  • 100% or all 138 component barangays of Tacloban City conducted the semestral synchronized barangay assembly day with Barangays 110 and 86 as Showcase Barangays
  • Pursuant to the provisions of DILG Memorandum Circular No. 2018-12, DILG Tacloban ensured the complete and systematic transition from the old set to the new set of barangay officials through the conduct of peaceful and orderly Turnover Ceremony and Submission of State of Barangay Governance Reports, Financial Performance Reports and Key Challanges, among others
  • Aimed to foster appreciation of their mandated tasks and responsibilities and showing improvements in the personal, managerial and leadership skills of incoming elective and appointive barangay officials, 138 Punong Barangays, 966 Barangay Kagawads, 138 SK Chairpersons, 138 Barangay Secretaries and 138 Barangay Treasurers completed the BNEO for GREAT Barangays
  • In consonance with Section 30 (a) of the Rules and Regulations Implementing Republic Act No. 10742, Otherwise Known as the “Sangguniang Kabataan Reform Act of 2015, all 735 SK Officials proclaimed during the May 14, 2018 elections have successfully completed the SK Mandatory Training
  • Conduct of the Special SK Mandatory Training for all appointed SK Secretaries and Treasurers and SK Members who were elected during the SK Special Elections
  • Assessed the SK performance for CY 2018 through the conduct of a “Performance Review and Analysis Cum Year-End Activity for SK Chairpersons of Tacloban City” last December 19, 2018 at the Oriental Hotel, Palo, Leyte
  • As one of the Pilot LGUs under the Barangay at Pulisya Laban sa Krimen (BPLK) Program, strengthened the awareness of barangay tanods and CSOs from the 138 barangays of Tacloban City with the trends in crime prevention and promotion of public safety as well as in assisting barangay officials in ensuring peace and order in the barangay, through the conduct of the “Skills Enhancement Training for Barangay Tanods cum BPLK Program Orientation”
  • Launched the “Matino, Mahusay and Maaasahan na Barangay and SK Officials” Advocacy Campaign last April 6, 2018 in where voters were informed of the necessary qualities a barangay and SK official must possess
  • DILG Tacloban provided technical assistance in the drafting of the Tacloban City Youth Development Plan in the series of workshops conducted for the purpose last July 2, 4, 5, 30, August 13,14, 2018 and  November 26-27, 2018
  • For CY 2018, DILG Tacloban processed and released 3 death benefit claims for deceased barangay officials including 1 Punong Barangay, 1 Sangguniang Barangay Member and one 1 Barangay Treasurer
  • Supervised the conduct of the Elections for the Liga ng mga Barangay Federation of Tacloban City last July 30, 2018 at the USAID Building, Kanhuraw Hill, Tacloban City
  • In accordance with the implementation of Republic Act 10742 or the Sangguniang Kabataan Reform Act of 2015, DILG Tacloban conducted a two-day Panlungsod SK Orientation and Elections on May 29, 2018 at Boro Bay Hotel, Borongan, Eastern Samar
  • DILG Tacloban led the celebration of the Local Government Month and, in partnership with the City Government of Tacloban, Liga ng Mga Barangay, SK Federation and the DILG Family (CMCC), conducted a simple commemorative rite in observance of the 27th Local Government Day Anniversary on October 10, 2018 at the Hotel La Rica

To sustain these efforts, the DILG Tacloban Operations Office continues to provide technical assistance to LGU Tacloban and its component barangays, specifically on the deliverables under the SGLG and the FDP.  Moreover, barangays are constantly enjoined to ensure compliance to national directives, and kept abreast on DILG Programs and Policies by way of capacity-building activities.

Outcome 2: PEACEFUL, ORDERLY, AND SAFE LGUs

Recognizing the constitutional rights of every citizen to live in a peaceful and orderly society, DILG Tacloban continues to provide technical assistance to the City Government, within the framework of Department Programs under this Outcome. Specifically, the following are our notable achievements:

The Joint City Peace and Order Council and Anti – Drug Abuse Council where DILG sits as head of the Secretariat, continuously performs its duties and functions through the conduct of special and regular quarterly meetings

  • Conduct of ADAC Audit which resulted to a finding of HIGH FUNCTIONALITY among the BADACs of Tacloban City
  • Enhanced the knowledge and skills of the chairpersons of the 138 BADACs of Tacloban City in fighting illegal drugs and in strengthening the implementation of the barangay drug-clearing program through the conduct of the activity entitled “Strengthening the Barangay Anti-Drug Abuse Councils”
  • Participation in the “Rehabinasyon Town Hall Meeting”
  • This level, together with the 138 component barangays of Tacloban City as well as other national government agencies, participated in the 3rd Anti-Drug Summit of the City Government
  • 10 fact-finding investigations were conducted in CY 2018 on the basis of Regional Orders forwarded to the DILG Tacloban City Operations Office
  • Complied with the directive of establishing the DILG Tacloban 8888 Complaint Mechanism, designation of our 8888 Focal Person and creation of our separate 8888 gmail account
  • Capacitated and raised the awareness of the City’s E-CLIP Committee through an “Orientation-Workshop on E-CLIP”
  • Conducted a “Skills Enhancement Training on the Katarungang Pambarangay Law” for Punong Barangays, Barangay Secretaries and members of the Lupong Tagapamayapa from the 138 component barangays of Tacloban City

To sustain these efforts, the DILG Tacloban Operations Office uses the multi-stakeholders approach where collaborative and coordinative undertakings are strengthened to pool resources and manpower in attaining these goals.

For Outcome 3:  SOCIALLY – PROTECTIVE AND SAFE LGUs

DILG Tacloban equips and harnesses the capability of the City Government and its component barangays in promoting the well-being of marginalized and vulnerable groups, and ensuring livability of communities.  In that context, the following activities were undertaken by this level to achieve  the deliverables under this outcome:

The 60% complete Expansion of Water Distribution Pipeline of Potable Water System Level III, now caters the residents of the GMA Kapuso Village, Brgy. 106

  • 100% compliance to the formulation and submission of 2019 GAD Plans and Budget and 2017 GAD Accomplishment Reports
  • Functional Local Council on Anti-Trafficking and Anti-Violence Against Women and their Children, City Council for the Protection of Children and Barangay Councils for the Protection of Children
  • Conduct and conferment of the Eligibility Award during the 2018 Child-Friendly Local Governance Audit
  • Provision of technical assistance to various municipalities in the implementation of the Community Based Monitoring System (CBMS) program
  • Conduct of regular City Development Council Meetings
  • Conduct of regular City Advisory Council Meetings
  • Assisted in the creation of the Federation of Persons With Disabilities, as mandated by Republic Act No. 10070
  • Conduct of another round of Orientation on the Kasambahay Law last December 5, 2018

For Outcome 4:  ENVIRONMENT PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND DISASTER RESILIENT LGUs

 We have confidence in the capacity of the Tacloban City government to prepare against climate change and disasters, fortify communities to minimize or cushion their impact, adequately protect and address the sudden and urgent needs of the people during such situations and to fast track the return to normalcy of the lives of the people affected by such events.

In ensuring the disaster resiliency of Tacloban City and the 138 component barangays, the following accomplishments were produced in CY 2018:

 Provision of technical assistance on the preparation of the Barangay Disaster Risk Reduction and Management Plan (BDRRM) Plan

  • Tsunami Drill Coordinative Meetings with CDRRMO, CSWDO, OCD, TACRU and volunteers last February 26-27 and March 1, 2018
  • Conduct of Tsunami and Earthquake Drills on March 2 and April 10-11, 2018
  • Activation of DILG City Disaster Monitoring Team during the occurrence of typhoons
  • Resilience Preparedness Toward Inclusive Development (RAPID) Assessment of the Formulation of LGU Local Development Planning Profiles last January 5, 2018
  • Plantation of Magroves at Brgy. 69, Anibong, Tacloban City last February 23, 2018
  • Listo si Kap Orientation, in coordination with the City Disaster Risk Reduction and Management Office, where 138 Punong Barangays were capacitated on their roles and responsibilities prior, during and after the occurrence of disasters
  • Technical assistance by way of coaching during the LCCAP Formulation Workshop at Hotel Alejandro, Tacloban City.
  • Attendance to the various DRR-related activities including “Management of the Dead and the Missing (MDM) Sub-Cluster Meeting”, “RAPID Mainstreaming DRR-CCA in the CDP and LDIP”, “Basic Incident Command System Training for DILG Personnel Batch II”, “Coaches Review on LCCAP Toolkit”, “Stakeholders Forum on LCCAP 2009-2024” and “STAKEHOLDERS FORUM ON LCCAP 2020-2026”
  • 100% establishment rate of the Barangay Ecological and Solid Waste Management Council across all the 138 component barangays of Tacloban City and conduct of advocacy on source separation and post separation collection, segregated collection, processing, marketing and sale of organic and designated recyclable material generated  
  • Participation in the City-wide commemoration of the 5th Anniversary of Typhoon Yolanda.
  • To sustain these efforts, the DILG Tacloban Operations Office continuously conducts coordinative undertakings with the City Government through the CDRRMC and the City Engineer’s Office and provides technical assistance to the barangays, particularly in the preparation of BDRRM Plans and in the monitoring of RAY sub-projects through meetings, on – site visits and interfacing with concerned stakeholders.

For Outcome 5:  BUSINESS – FRIENDLY AND COMPETITIVE LGUs

We recognize LGU Tacloban’s achievement in bringing about an environment where there is economic development.  In assisting the LGU to further succeed along this concern, specifically in the promotion of ease in doing business and attracting more businesses and investments in the locality, we have realized these notable achievements:

  • Tacloban City maintained its status of being a Business – Friendly LGU
  • The City’s Business One Stop Shop stays to be a functional facility which complies with the requirements set in the DILG – DTI – DICT Joint Memorandum Circular No. 2016 – 01
  • As part of the advocacy on guaranteeing the ease of doing business in the city, DILG Tacloban assisted in the review of tax ordinances of the 138 component barangays of the city
  • Attendance to such activities as “Ease of Doing Business Orientation”, “BPLS Onsite Validation and Audit Review”, “Streamlining Building Permits and Certificates of Occupancy for LGUs” and “Orientation on Revenue Generation Policies”.
  • 100% accomplishment rate in the Posting of the updated Citizen’s Charter in compliance to DILG – DTI – DICT Joint Memorandum Circular No. 2016

To sustain these efforts, DILG Tacloban Operations Office continuously provides technical assistance to the LGU and monitors compliance to DILG-DTI-DICT JMC No. 2016-01.

For Outcome 6:  STRENGTHENED INTERNAL GOVERNANCE CAPACITY

In order to ensure that the DILG Tacloban City Operations Office meets its deliverables, teamwork and camaraderie should be strengthened where all share one vision and one goal and that is to provide effective and efficient service delivery. Accordingly, DILG Tacloban conducted the following activities:

Attendance to the following various planning activities, “Performance Review and Analysis and Planning Workshop”, “DILG TACLOBAN PLANNING – WORKSHOP”, “Mid-Year Evaluation & Catch-Up Planning & Budgeting”, “Regional Pre Planning Activities”, “Regional Performance Review and Analysis”, “DILG Tacloban Year-End Evaluation cum Performance Review and Analysis” and “Regional Management Conference”

  • Monthly conduct of Tacloban City Team conferences
  • Attendance and active participation during the “Federalism Roadshow”, “Media Forum”, “Town Hall Meeting on Federalism”
  • Creation and launching of the DILG Tacloban City official website last December 11, 2018
  • Regular conduct of the “City Management Coordinating Committee Meetings”
  • Conduct of the “Retooling Cum Team Building of DILG Tacloban Personnel“
  • Implementation of the Friday “5s Day”.

 2018 has been a busy and fruitful year for both DILG Tacloban and the Tacloban City Government and its 138 component barangays.  Both performed their respective mandates, with the former being able to strengthen its internal governance capacity, and shepherd and nurtured the latter to become accountable, transparent, participative and effective in rendering services to their constituents.

To a considerable extent, LGU Tacloban and the 138 barangays continue to positively respond to the tall order of genuinely and absolutely adhering to these guideposts of good governance. With rooms for improvement, they effectively discharged their respective duties and responsibilities, en route to becoming socially-protective and safe, business- friendly and competitive, and disaster resilient and climate change-adaptive – thus contributing to the vision of inclusive growth and poverty reduction.

More than the recognition, guaranteeing the commitment of all stakeholders in improving the lives of Taclobanons through effective and efficient service delivery, is of paramount importance. Sustaining all of the efforts narrated in this report come with a big challenge. But with excellence in local governance in mind, everything is possible.
